It's under settings on the upper right hand side.

Try going to your membership panel. Look for the pen in the upper right corner. Your user name is on the left, the pen is in the upper right. click the pen... you should be able to upload.
Let me know if that works for you.

Go to full site if you are on the mobile version. click on your user name, when the member panel opens. Look for your user name on the left. The pen is directly to the right.

This works on my phone... a 5s iphone. Let me know if that works for you.

I found that I wasn't able to upload a picture for my avatar, until...

I checked my email and found an "Action Required to Activate Membership..." email. Once I cliked on the link in the email to activate membership, I was able to upload my avatar picture.
