Does the cutoff vibrate/shake, or does the actual light output decrease and increase rapidly? Both headlights? If the light output flickers and it's not just a vibration, then it sounds like a grounding issue or a loose connector (if both ballasts are being supplied via the same harness).
Remember when the new Gen III headlights had a flickering issue...and, in some cases, went totally out during night time driving??!!!!
As I recall, the Gen III issue was blamed on micro corrosion on the contacts of the stalk...short term cure being to rapidly exercise the on-off switch...permanent cure was to reprogram body control module.
It will be interesting to hear the cause of your flickering.
My Gen1 headlights were flickering recently. The culprit was the headlight switch. When it was replaced, we noted that the old one was blackened and melted where the connector plugs in. Not sure if it's the same switch in Gen2, but I think it's an off the shelf part that fits many Dodge products, so it could be the same part.

My left side seems to vibrate and bounce around a lot as well. Your not alone. I wonder if there's a fix as well.
So I checked again and it's not the hood. It's the headlight assembly that vibrates. And it's only the left side.
I guess I'll call the dealer and see what they say.
