gen 1 hp upgrade Rockers headers

Hey gang what would be the best bang for the buck? was looking at roes 1.7 rocker upgrade could do for about 1000 bucks.. or would doing headers for about 1200-1500 bucks be better. Or is there something else thats a good power adder in that price range? not looking for crazy but sounded like those rockers might be a pretty good upgrade over factory. just trying to get my gen 1 up to around the 450hp mark.. currently just stock with smooth tubes/cat delete/hurst short shifter with all amsoil synthetics in it..

Lose the factory mufflers. They taper down To under 2”. Then do the rockers and maybe a tune ( if that’s even an option anymore) . IMO.
