The thefts occurred 11/15 and reported 11/17. Has to be an inside as I literally have no clue how you simply drive off with $1,000,000+ in SUVs OR FCA proves yet again they have no clue what they are doing and it really was that easy.

This is actually fairly common and not just for Trackhawks. Back in the day they would actually sacrifice a vehicle and drive thru the fence then the "others" would follow thru the opening. Now most yards have arrest cables and you can't just drive thru them. Regardless, 10 is a large number at 1 time.
