There are many many shops that say they can get these to pass. Almost all of them are using readiness spoofers in between the OBDII connection and the smog station. Not that I am suggesting that but if someone says they can get the car to pass for a few extra bucks that is what they are doing.

A dealer will have to do a throttle relearn on your car with the new PCM installed. Any dealer should know how to do this. Other Drive by Wire FCA products would presumably require the same thing when a PCM is changed. The dealer also has the ability to sync the mileage from the odometer back to the PCM. This will be reported to FCA's main system though.

I plan on leaving the car alone for a few days once I give the vendor the mileage on the car, swap the PCM to avoid any issues on the mileage. Throttle Relearn is needed, Thanks!

Find a creative way to get a dealer tag You'd be surprised what kind of options are out there when you start reading the state statutes and/or offer compensation for assistance from small dealerships.
