Fog light electrical issue

Had the 94 for about a year now with no issues. I noticed that the fog lights werent working. Checked the fuse and it was blown. Replaced fuse with another 20A andnow the lights are on but very dim. They are not flickering or anything just real dim.

Any suggestions?

Ps i am def not an electically savy person. Could this sort of thing happen from a loose ground?

Could be the relay or it's mounting base, headlight switch, ground, all kinds of things. I would start there.
