The headlights are an easy fix. A body shop could do them for about $300-$500 and that would include a new clear coat (with UV).
The seller could have just not told you about the compressor and let you go on your way. My guess is he didn't feel like giving it away and that's the reason he would not budge after troubleshooting the issue. I mean it's a clean, non wrecked 2000 ACR with descent mileage for low $30Ks (currently $32K). It even has the ACR rims that you could sell for 3k or so. Either way good luck with your search.
