Anybody know the Maker/Model of the original tires of 2000 RT/10 sold in NorCal?

Not sure what you are looking for, but the original tires on a 2000 would have been Michelins. Are you asking what to replace them with now?

They're only "crappy" if you don't like a rock-hard ride that's louder than your radio can overcome

Any tire that old will be crappy -- time to get some new rubber soles!!!

Am going to look at one with very low miles. Just wondering why they would be replaced?

    JP,

16 year old tires , age is the issue not miles on the tires. We often replace tires that are 6-8 years old as this is a high performance machine and tires age , just like anything else. Keeping this brief as you could likely get a zillion reasons from others why you absolutely need to change the rubber, no questions asked.
