This is how I made some sweet belt buckles. Well, more like How I assembled some belt buckles.
Items needed/used:
-Hood Emblem. Mine were not taken off any cars.
-Buckle Back Ring and Hook. I bought from tandyleather.com, I'm not affiliated with them. They have a store not to far from me.
-Belt that you can change buckles. Often called belt straps. I went with Carhart.
-2 part epoxy. I went with Permatex from autozone.
-Green Scotchbrite pad.
-Something to remove the tape off the back of the emblem. I scraped it off with a razor.
-Rubbing alcohol.

This turned out to be a fairly easy project.
1. Clean/remove the adhesive off of the emblem.
I scraped it with a razor blade and worked the rubbing alcohol in until the adhesive material is completely gone. This is the most time consuming part.
2. Use the Scotchbrite pad to scuff up the emblem you just clean the adhesive off of. Doesn't take long, you want to take away the shine a bit.
3. Use the rubbing alcohol, or if you have something better, to clean the spot you just scuffed with the scotchbrite pad. This is to prep the part for the epoxy.
4. Do steps 2 and 3 on the Buckle Back Rink and Hook.
5. Practice placing the Ring and Hook on to the emblem without any epoxy. The Ring and Hook took a few minutes to get used to. The Ring was in my left hand like I was holding a piece of paper. My right thumb was holding the Hook by trying to pull it to the right.
I did not measure the placement on the emblem. While I was practicing placement I found a spot I was happy with and placed it there.
6. 2 part epoxy. I used 60 second epoxy and if I did it again I would use the 5 minute epoxy. I used the epoxy that comes in the syringe and dispenses an equal amount of each epoxy part. I followed the directions, it's easy to work with it just sets fast.
I mixed the epoxy on cardboard it came in. Then I picked up the Ring and Hook the way I practiced in placing it on the emblem, dipped it in the epoxy and then placed on the emblem. I held it there for the 60 seconds then let it sit for about 2 day before handling, letting it cure.

I had a hard time finding a belt that you can remove the buckle around the Boston area. Found one in a Carhart store and turns out it's a pretty good belt.
This is how I did it and the items I used. Again, any brand name I used here is only to let you know where I found or what I used. I don't have any connection to any of them.
