Can I swap between the Arrow PCM that is currently installed and the stock PCM without screwing up the mileage on the odometer? i want to keep it legit and accurate.
I know i can send it back to have it updated and all that, it seems like a lot of a pain to do.

Not an issue. Swap all you want.

California just passed a new smog law that allows smog testing stations to check the pcm for tunes. IDK if Ohio does that though...

Switching ECU’s is pretty simple. Getting the ECU to read “ready” for emissions testing isn’t
There’s a few threads regarding how to get the system ready for emissions monitoring with a proper Drive Cycle. Same readiness problem happens when you disconnect your battery. Good luck, Mike

I thought mileage had to be programmed into the odometer?

The odometer and PCM have separate mileage counters. There are other modules in the vehicle that also track mileage. They will not match the original PCM now. The dealer certainly can tell that there is a discrepancy...I don't know if emissions checks that.

Here in NC you can pass your emissions testing with the Arrow PCM. The system they use checks the PCM for errors. It doesnt check to see if a sensor is disabled. For example Downstream O2 sensors are not connected on my car and I pass my inspection every year.
