A question regarding exhaust laws

I know that California has some exhaust laws about noise. does the noise limit pertain to out-of-state cars? Let's say a Viper with a race exhaust up the cost of California. Can I get a $1000 fine for a loud exhaust if I am from a different state like Indiana or Texas?

MUNICIPALITIES have laws that could bite you if you are being obnoxious.

The FEDS and STATES have laws if you are catless.

If the cop is having a bad day at home, and / or is jealous, anyone can get a ticket on any given day.
