I noticed that my paint is starting to bubble at the passenger front headlight area. Any advice if warranty would fix or how can I fix properly? I can push the bubbles down with my finger nail.

Strip the paint, let it sit in the sun or under a heat lamp for a day or two to be safe, work back up from there. Only way to fix

Meaning a repaint? Is there a certain type of primer and paint to be used ?

Yes, no way around a repaint. On these hoods I strip to raw fiberglass, polyester prime, then urethane prime before prep/paint. Leave the raw fiberglass exposed to UV or infrared heat lamps for a day minimum

Warranty for paint issues is a 3 year situation with almost all Manufacturers, so your options are pretty much listed to having it redone as noted above.
