2004 Viper Parts

Can anyone tell me what and where I can find the plug fasteners that hold on what looks like a small 3 by 9 inch mud guard behind the front tires on the bottom of the inner wheel well. A few of the plugs came out and one was dragging on the ground. Are they needed? Thanks for any help you can give me.

Auto parts store, or a bin at Dodge dealer's parts dept., OR, at Lowes in the fastener section usually in a drawer marked automotive.
