If your PCM has been tuned by other means than HP, it may be "locked" and not tuneable with that software.

I went to get it tuned today and they said it would have to be unlocked. The car was bone stock when I got her with only 940 miles on it so I dont see why someone would be into the ecu. Do I have to send it to HPT to have it unlocked or get a new one. The shop I am working with is serious hp in houston. Anyone ever used this shop? They have a few gen 2s in there and alot of mopars.

The PCM isn't locked, it just can't be read out. That's just the way these PCMs work - you can write to them all day long though. HPTuners figured out how to read out the base files (and to my knowledge they are the only ones that have), and provides that to you for the first write - you adjust the parameters they have made available from there.
It sounds like they aren't familiar with tuning Gen 4/5 Vipers - find someone who is. I can only assume a city the size of Houston would have some options.

Just an FYI when using HPT the internal part number of the PCM is changed and a dealer cannot read or diag any future issues that may arise. Although it cost even more you may want to buy a 2nd PCM for this to keep the factory one for possible resale? Remember also that the mileage will not match the dash when swapping back anyway so as for warranty you may be out of luck either way depending on the failure.
