To get a fair comparison for the mods with the correction, I gained 13 RWHP on a mustang dyno.

Notice any negatives by running just the under drive pulley? Charging issues dimming lights, etc.? I run a full set on my truck and it was a great power booster, saved weight and they looked good too.

Not yet, I will post if I find any issues.

Why are the dyno numbers so low? Does the viper have 20% driveline loss??? Is that normal?

It's a mustang dyno. Always reads low

obviously it wouldnt matter for tuning but what is a better option to get true RWHP numbers?

A dyno is just a tool that really should be used to see how much power you get for any given mod. Since they all read differently, none will give you a "true" whp number.

Wow, seems like a pretty easy and inexpensive way to gain decent horsepower without voiding the warranty. Of course, FCA might come back and say "that heat shield voids your warranty because we designed the engine to de-tune as it gets hotter, and the underdrive pulley voids your warranty because it reduces stress on all the accessory components, which we all know is bad".

Should also try the heat shield comparison on an 80*F day, to show the difference 85* and 105* will make.

Don't you have full exhaust and Arrow PCM also?

Most of those gains are likely from the reduced IAT's and the computer putting timing back in. That said, definitely worth it. I'm running both on my car.
